Integrated Planning and Financing

Most countries in Europe and Central Asia region face interconnected social, economic and environmental challenges. The integrated approach acknowledges that ending poverty must go hand-in-hand with strategies build to economic growth and resilience and addresses a range of social issues such as education, health, social protection and decent jobs, while tackling climate change and environmental protection. The challenge is therefore to encourage inclusive economic growth while minimizing negative environmental externalities. The barriers are social and political, not technological or economic.

UNDP supports the partner governments in MICs in addressing these challenges. We help to prepare and develop strategies and plans which promote integrated policymaking.  Building capacities in these areas is required especially as we seek to address the deep socio-economic impacts that COVID-19 has created.  Many of the interlinkages which affect national development in MICs are by their nature complex and need a multi-faceted approach that can address the policy and governance challenges.

New integrated pest management systems using predatory bugs improved yields in Kyrgyzstan 31% in the first year.

In Uzbekistan, biogas-heated greenhouses reduced 330 tons of Co2 emissions.

UNDP provides information and training, supports development of methods and tools for mainstreaming SDGs in development and sector plans. In addition, a wide range of support is provided for financing the SDGs.  We will support countries to:

  • Make sense of interconnections. We support governments in complex analysis that captures non-linear, mutually adaptive dynamics in a reduced form can yield surprising and actionable insights for integrated policymaking.
  • Exploring policy opportunities and tradeoffs. Improve evidence-based policy making applying a range of tools to explore opportunities and limitations. These tools include long-term modelling, scenario development, in-depth sectoral models, and foresighting.
  • Putting data to work for development. Collect and utilize data focusing on progress to achieving the SDGs at the national and local level. We pay special attention to getting data on intersecting inequality, crucial for not leaving anyone behind. We support data presentation to promote data use for policymaking, including policy dialogue with broad range of partners.
  • Expanding funding space for integrated policies. We promote the use of development finance assessments which look at a broad array of financing flows within countries—both public and private, internal and external. We help to establish Integrated National Financing Frameworks. Analysis of public sector financial flows and their contribution to SDGs help, to make sense of interconnection and improve efficiency of public funding for development. To leverage additional funding we support the design and implementation of financing instruments that can deliver SDG impact
