The purpose of the Baseline-End line survey is to collect views on specific dimensions of social cohesion addressed by the programme, in and between, Bosnia and Herzegovina, Montenegro and Serbia from a representative sample of the population in the targeted countries, to provide a snapshot of the current situation and help monitor the change and impact influenced by the programme.

Questions and Answers

Question: We would like to send our Proposal to RFP/021/19 Provision of Services: Baseline and End-line Perception Survey. Please, can you tell us how to register to e-tendering as well?

Answer: Please find instructions on how to register for UNDP’s e-tendering following the link:

However, for the submission of your proposal for this tender RFP/021/19 Provision of Services: Baseline and End-line Perception Survey, you do not need to register for e-tendering.

Question: Does this mean that you accept only proposals that include survey in all three countries, or you accept proposal on country by country basis? For example, we can send you proposal only for Bosnia and Herzegovina.

Answer: As it is noted in the text of the RfP, kindly note that the Service Provider is expected to have the capacity to conduct baseline and end-line surveys in the three countries of implementation.

Moreover, the RfP stipulates that Bidder may bid as a group of entities, as stated on page 8:

1.1           If the Bidder is a group of legal entities that will form or have formed a Joint Venture (JV), Consortium or Association for  the Proposal, they shall confirm in their Proposal that : (i) they have  designated one party to act as a lead entity, duly vested with authority to legally bind the members of the JV, Consortium or Association jointly and severally, which  shall be  evidenced by a duly notarized Agreement among the legal entities, and  submitted  with the Proposal; and (ii) if they are awarded the contract, the contract shall be entered into, by and between UNDP and the designated lead entity, who shall be acting for and on behalf of all the member entities comprising the joint venture.

Question: The cost of this survey depending directly on number of interviews within each group of participants. But the sample size for each group of participants is depending on number of treated and control groups, schools. If you do not know this info now, than the budget needs to be open and prices given on per unit basis. We do not see how many treated and control groups/schools you expect to have per each country.

Answer: Regarding your second question: Targets in terms of engagement for each stakeholder group are indicated in the Result Framework, annexed to this RfP. Control groups have not been pre-determined.

As noted on page 43: “Since exact number of several outputs/services under this ToR will be determined based on DFF regional programme needs and approved activity plans, bidder is requested to provide cost estimate for a specific service / deliverable / activity with each budget item detailed under the task it falls under and calculated as a) price per unit and b) sum of units, or c) a lump sum.
