ILDP project: 11 new municipalities in BiH were selected for support in development management

Within the scope of the Integrated Local Development Project (ILDP), a joint project of the Government of Switzerland and United Nations Development Programme (UNDP) in Bosnia and Herzegovina (BiH), 11 new municipalities in BiH have been selected for receiving technical support in creating development strategies and introducing systemic approach in implementation, monitoring and reporting about implementation of development priorities. On that occasion, Memorandums of Understanding and Protocols on cooperation with the following 11 newly selected partner municipalities have been signed in Sarajevo: Berkovići, Breza, Čitluk, Han Pijesak, Lukavac, Ravno, Rogatica, Rudo, Šipovo, Višegrad i Zvornik, During the event ILDP presented results in supporting BiH authorities in strategic planning and development management as well as plans for the  future project activities.

 “Signing of partnership agreement with 11 new partner municipalities which will receive support from ILDP, represents continuation of the project’s efforts to improve strategic planning system in the country and strengthen the capacities of local governments to design and implement their development strategies in partnership with their communities. During the consolidation phase, ILDP will aim to bring investments into local communities, and contribute to improved services for the citizens, economic prospects, and employment opportunities, which will lead to better quality of life for people in Bosnia and Herzegovina,” said Ms. Sezin Sinanoglu, UNDP Resident Representative in BiH.

“The ILDP project is a flagship project. In the long run, it has the potential to make a real difference for the people in Bosnia and Herzegovina, and this in a sustainable way,” said Ms. Barbara Dätwyler Scheuer, Director of Cooperation at the Swiss Embassy in BiH

Ms. Divna Aničić, Mayor of Municipality Mrkonjić Grad, shared experiences in cooperation with ILDP project, and Mr. Edin Delić, Mayor of Municipality Lukavac, presented expectations of future cooperation with ILDP which would result in building capacities for strategic development management.

Implementation of ILDP began from 2008 and during its implementation of more than 9 years with two phases, the project contributed to improvement of quality of administrative, health, education and communal services for over 103,000 citizens (including more than17,000 from socially excluded groups). Also, ILDP has been providing supports for better livelihood for more than 2,400 people and creation of almost 530 new jobs. In its previous period, Methodology for Integrated Local Development Planning in Bosnia and Herzegovina (MiPRO) was adopted, which standardized strategic planning at the local level in both entities- Federation of Bosnia and Herzegovina, and Republika Srpska. As a result, more than 40 partner local governments have created standardized strategies of development and initiated processes for systematic strategic planning at entity level. Also, Financing mechanisms in both entities were established to fund priorities of local development and strategic planning framework at entity level.

In the third phase of ILDP, which will last from 2017 until 2021, ILDP will work on consolidating achieved results in managing development processes. In the following period, ILDP will collaborate with 33 local governments, 10 cantons, relevant entity partners and Brčko District of BiH on establishing sustainable and coherent system for development management, with the provision of encouraging financial mechanisms for implementation of development priorities at local and cantonal level.
