The United Nations Development Programme in BiH, with the support of UNDP's global network, has been helping the country to attract and use international assistance since 1996. Our main goals are the reconstruction of the country following the conflict, supporting and building national capacity in key sectors, advancing human development and helping to shift the focus of development planning from post-war recovery to long-term strategic development.

The work of the UN Country Team (UNCT) in BiH – and thereby the work of the UNDP – is guided by a mid-term strategic United Nations Development Assistance Framework (UNDAF). The current UNDAF for BiH covers the period 2010-2014 and was signed with the Council of Ministers of Bosnia and Herzegovina in March 2009. It recognises the aspirations of Bosnia and Herzegovina to become a member of the European Union as the overarching BiH priority and focuses on four priority areas of assistance: rural and regional development, social  inclusion and democratic governance, justice and security, and energy and environment.

The focus of the next generation of joint UN programmes (which will cover 2015-2019) is to address the acute BiH developmental challenges in the areas of reconciliation and inter-cultural dialogue, justice and security, sustainable livelihoods, social inclusion and the environment.

What do we want to accomplish?

In close collaboration with other UN Agencies, UNDP focusses its programme on the four priority areas of the UNDAF, with the goal of improving the lives of the people of Bosnia and Herzegovina, of strengthening  efforts to achieve a peaceful democratic society and of helping BiH to achieve long-term sustainable development. Consultations with senior key officials in the government and amongst the donor community indicate that the expected programme results will make strategic contributions in helping BiH achieve the Millennium Development Goals (MDGS).

BiH's strategic priority is accession to the EU. Therefore, in order to assist the country on its European path, our programme for 2010-2014 is streamlined through the following carefully-planned sectoral issues:

  1. Strengthening democratic governance, including building and developing government capacities.
  2. Reducing social exclusion and aligning social policies with European standards and ratified UN and other international conventions.
  3. Promoting rural and regional development with an emphasis on socio-economic recovery and poverty reduction.
  4. Improving security through disarmament and security sector reforms and promoting judicial reform with an emphasis on war crimes prosecutions, transitional justice, access to justice and victim and witness support activities.
  5. Developing and implementing biodiversity and water conservation and energy efficiency initiatives.

What are our results?

UNDP Key Results up to 2012

Justice and Security

  1. Over 9,100 tons of ammunition, including high hazardous and cluster munitions, have been destroyed and over 33,000 pieces of small arms and light weapons have been disposed of since 2005;
  2. A central registry for weapons movement control and a central database for risk analysis have been established;
  3. Five community security forums were established together with a Community Policing Strategy in Republika Srpska; three cantonal laws on free legal aid have been developed and endorsed by the relevant cantonal governments, and a draft state law on free legal aid as well as a National Strategy for Transitional Justice for addressing reparations, memorials and truth telling have been developed;
  4. Seven out of 10 cantons, together with the Banja Luka central office with four branches, are now fully operational in providing free legal aid services to the most vulnerable population;
  5. Witness Support Offices have been established in Banja Luka, Sarajevo and East Sarajevo and nearly 500 witnesses have received assistance so far.  The Witness Support Offices in Bihać,  Travnik and Novi Travnik will open end-August 2013, and two further offices in Mostar and District Brčko are scheduled to open in mid-2014;
  6. Police, judges and prosecutors involved in processing gender-based and sexual violence cases have received training on the services provided by the Witness Support Offices.  Their full understanding of these services will assist them in providing the best advice and support to victims and witnesses throughout and following the trial;
  7. The ''Law on Protection and Rescue of People and Material Goods Against Natural and Other Disasters in BiH'' and the National Risk Assessment were adopted in 2008 and 2012 respectively.  Support was provided to 12 municipalities to develop local recovery strategies following the 2010 flood disaster. Emergency relief assistance was also provided throughout BiH to numerous disaster-affected communities in 2007, 2010 and 2012.

Rural and Regional Development

  1. Integrated local development strategies covering economic, social and environmental sectors and aligned with municipal budgets were adopted by 24 municipalities, where close to 1,400 community representatives were directly involved in the policy-making process;
  2. Over 200 projects were prepared and implemented by 190 CSOs in partnership with 40 municipalities, targeting close to 40,000 beneficiaries and addressing priority local needs, with a focus on social inclusion, education, environment, culture, voluntarism, youth activities and minority groups;
  3. 1,800 fruit, dairy, sheep and poultry farmers received direct assistance through materials, training, certification and brokering with the buyer in 16 municipalities, resulting in increased production and productivity;
  4. 23 local SMEs received direct support to expand their production and improve their competitiveness, which led to the better positioning of BiH products in both domestic and international markets and resulted in the creation of more than 300 new jobs;
  5. Electricity was brought to over 400 families, with close to 100km of low and high voltage electricity grid rehabilitated in 17 municipalities;
  6. Over 50 infrastructure and construction projects were implemented to improve living conditions (water supply for 50,000 beneficiaries, wastewater management, local roads), education and employment opportunities of over 65,000 people in 28 municipalities throughout the country;
  7. Training Strategies for local government employees were adopted by entity governments setting the ground for the establishment of the Municipal Training System as a public mechanism for the delivery of quality capacity building assistance to local authorities;
  8. 20 training programmes derived from the Entity Training Strategies were designed and delivered to over 2,100 local government employees and elected officials, in areas such as project cycle management, local development, property and asset management, revenue management, large scale infrastructure project development, water and wastewater management, and energy efficiency;
  9. A standardised induction-training programme for newly elected officials was designed and is being delivered to over 2,000 local councillors.

Social Inclusion and Democratic Governance

  1. The first BiH high quality service network for unemployed youth was established through 17 centres for information, training and counselling (CISO) in public employment services; more than 42,500 unemployed people received different services and training to increase their employability which eventually helped over 4,000 young people to secure jobs;
  2. Over 80,000 beneficiaries (school children, cultural workers, artists, entrepreneurs, tourism workers, etc.) participated in creative projects that have enriched their lives and enabled cross-entity co-operation and exchanges on topics of inter-culturalism, cultural tourism and arts for understanding. Cultural institutions were equipped with tools and methodologies to prepare and monitor policy in areas of intercultural dialogue in relation to peace and reconciliation processes.  A methodology for cultural statistics was developed in line with EUROSTAT standards in order to document the role of the culture sector, as well as cultural industries, as significant contributors to the country's GDP;
  3. 33 organisational units in 13 ministries (three at the State level, five in the RS and five in the FBiH) received support to develop their strategic plans. The support provided in the area of public finance management strengthened the budget management processes of the partner ministries by creating linkages between strategic plans and budget submissions. The same strategic planning and policy development methodology was promoted at the State and Entity level, which is crucial to ensure a consistent level of quality and a common understanding of these concepts across government levels;
  4. Substantial progress has been achieved in tuberculosis control in BiH, in terms of improved TB case detection and the uninterrupted supply of free anti-TB drugs for all TB patients. A strengthened and regionalised TB laboratory network of 15 TB laboratories, with a comprehensive system of recording and reporting as a part of effective monitoring and evaluation, was established. As a result, tuberculosis cases have been reduced from 2,373 in 2007 to 1,385 in 2012;
  5. In co-operation with the Inter-Religious Council in 32 municipalities in BiH, four religious communities (Muslim, Orthodox, Catholic and Jewish) used a specially designed and contextualised methodology - ''Channels of Hope“ - to mobilise and support a number of faith leaders, faith teachers, faith based organisations and believers to accept appropriate knowledge and skills in order to defeat the stigma associated with HIV and AIDS;
  6. Over 800 people from 180 governmental, non-governmental, academic and research institutions in nine countries of South Eastern Europe were trained on providing electronic public services. Using a simple and low-cost methodology, the first ever assessment on e-accessibility for nine countries of South Eastern Europe was conducted, not only to provide the baseline, mapping and analysis of e-accessibility actions, but also the recommendations vis-à-vis the EU accession process and the UN Convention on the Rights of Persons with Disabilities.

Energy and Environment

  1. BiH's Designated National Authority  (DNA) was established, thus qualifying BiH to participate in the Clean Development Mechanism (CDM) to reduce greenhouse gases. Two CDM projects have received approval by the DNA, which facilitates over 300 million Euro in direct foreign investment into BiH's economy and will create employment for up to 1,000 workers;
  2. The Law on the Fund for Environmental Protection and Energy Efficiency in Republika Srpska was developed and adopted. For the first time the Law fully implements the “polluter pays” principle and creates conditions for the increased and effective allocation of national resources in the environment sector. This successful co-operation led to UNDP being asked by the authorities of the Federation of BiH and Brčko District to lead the process of the harmonisation of environmental fund legislation in country and its alignment with the EU Acquis;
  3. The local level environment and energy efficiency strategic and action planning capacities of government, CSOs and citizens were strengthened through the participatory development of: 30 Local Environment Action Plans (LEAPs), 6 Sustainable Energy Action Plans (SEAPs), 11 Municipal Water-Supply Studies, 3 Initiatives for Biodiversity Protection and 3 Initiatives on Sustainable Energy Resources Use (biomass);
  4. Thirty-eight demonstration, pilot energy efficiency projects were implemented through a partnership with USAID and GIZ to promote energy efficiency and the reduction of energy consumption in public buildings in BiH. The seed investment of USD 3.8 million (with an additional USD 2.5 million in parallel financing from partners) will result in GHG emission reduction of 2,200 tCO2 per year and annual economic savings in energy costs of USD 660,000. In parallel, the energy management systems in 10 BiH cities/municipalities were enhanced through the introduction of a web-based application for monitoring and analysing energy and water consumption in public buildings (Energy Management Information System - EMIS). More than 260 public buildings have been registered in the system. In the process, some 55 person years of “green” employment were created;
  5. The National Association for Wood Biomass was established. At the local level, energy and environment issues were introduced into the curricula of elementary schools and 40 teachers from the Srebrenica region received training on renewable energy and environment protection. Six pilot projects were implemented to clean and repair heating distribution systems in elementary schools in the Srebrenica region, which resulted in a GHG emission reduction of 29 tCO2 and 20% energy savings annually;
  6. 11 municipal water supply infrastructure projects were implemented to provide 11,000 households (50,000 citizens), including 200 returnee families, as well as 1,700 businesses and one health clinic, with new or improved access to clean and safe water.  The new infrastructure resulted in annual savings of USD 600,000 in municipal costs for water supply and infrastructure maintenance.

Who are Decision Makers?

UN Resident Coordinator, who is the Executive Representative of the UN Secretary General, heads the UN Country Team in Bosnia and Herzegovina and is also the Resident Representative of UNDP in Bosnia and Herzegovina.

UNDP Country Office in BiH is managed by UNDP Resident Representative, Mr. Yuri Afanasiev and UNDP Deputy Resident Representative, Ms. Zahira Virani who are responsible for ensuring the effective day-to-day management of UNDP Country Office and assume overall responsibility for the UNDP programmes and operations to ensure coherence and strategic direction of UNDP activities.

UNDP works in close collaboration with the governmental institutions of Bosnia and Herzegovina at all levels through the key Ministries, Departments and Agencies. The implementation of UNDP programme activities are carried out by implementing Partners as appropriate, including national and local Government partners and civil society organizations.

UNDP in Bosnia and Herzegovina focuses on four programme areas that are managed by Sector Coordinators – Democratic Governance and Social Inclusion, Justice and Security, Rural and Regional Development and Energy and Environment.
